UPCEA News July 2011
State Authorization Regulation Voided
On July 12, the U.S. District Court for the District of Columbia voided the U.S. Education Department’s regulation requiring institutions who offer online programs to seek and gain approval from any state in which they operate. The U.S. Department of Education (USDOE) originally released a set of regulations in October 2010, the most contentious being this rule requiring state authorization [The State Authorization Regulation Chapter 34, § 600.9(c)]. The authorization is required to maintain eligibility for students of that state to receive federal financial aid.
Institutions had a deadline of July 1, 2014 to obtain approvals. Now, this temporary reprieve buys some time, yet whether the judge’s ruling will eventually be upheld is still in question. For more information, read the Inside Higher Ed article published on July 13.

UPCEA and ACHE Introduce the Future of Online Learning Summit
UPCEA has partnered with the Association for Continuing Higher Education (ACHE) to present the Summit on the Future of Online Learning. This first UPCEA event dedicated exclusively to online education issues will be held September 15-16 in Chicago. Representatives from Sloan-C, Educause, and WCET will be in attendance. The size of the venue and the inter-organizational nature of the event require a limited number of participants. Invitations have been extended to the UPCEA Board and to members of two Association commissions (Learning, Instruction, and Technology, and Futures and Markets) whose missions relate to the theme of the Summit. If additional space becomes available, UPCEA will open registration up to institutional representatives.
